Structurally this is a euro-versus-dollar rate. The euro floats freely under the European Central Bank, while the dirham is pegged to the US dollar at 3.6725 by the Central Bank of the UAE. So EUR→AED moves almost entirely with the euro’s value against the US dollar — not with anything specific to the dirham.

The euro is the world’s second most-held reserve currency, so EUR/USD is one of the most liquid rates on earth; the dirham simply rides the dollar side at the fixed peg.
