AED→EUR is a travel and trade staple — Europe is one of the UAE’s biggest tourism and trading partners.
Structurally this is a dollar-versus-euro rate. The dirham is pegged to the US dollar at 3.6725 by the Central Bank of the UAE, while the euro floats freely under the European Central Bank. So AED→EUR moves almost entirely with the dollar’s value against the euro — not with anything specific to the dirham.
The euro is the world’s second most-held reserve currency, so EUR/USD is one of the most liquid rates on earth; the dirham simply rides it at the fixed peg.
